Paul Rosier
Ed.D., Executive Director
Prior to accepting the position of executive director with WASA, Paul served as superintendent of the Kennewick School District for 12 years. Paul has coauthored two books on the work in Kennewick, The 90% Reading Goal and Delivering on the Promise and has published recent articles on literacy and instructional leadership. A graduate of Northern Arizona University with an Ed.D. degree in school administration, he also served as superintendent in both Colorado and Arizona.

Barbara Mertens
Ed.D., Asst. Executive Director, Governmental Relations
Barbara Mertens has been a teacher and administrator in Washington’s K-12 system for over 32 years.  She has a doctorate in school administration from Seattle University and is currently serving as WASA’s assistant executive director for government relations.

John Dekker
Asst. Executive Director, Administrative Operations
John’s education career spans over 20 years in small districts and includes roles as a teacher, principal and superintendent. Prior to joining WASA as an assistant executive director in 2001, he was superintendent of the Rainier School District for seven years. John earned his graduate and undergraduate degrees from Central Washington University.  

Mack Armstrong
Ed.D., Asst. Executive Director, Professional Development
Mack's career in education spans more than 32 years. Prior to joining the WASA staff in 2004, his roles included teacher, high school assistant principal and principal, assistant superintendent and superintendent. Mack also was very active in WASA programs including serving a committee chair, component chair and as association president. He received his doctorate from Washington State University in 1989 in curriculum and instruction.
